2nd NCTF Meeting

In the afternoon of Tuesday, July 19, 2022, the Second Meeting on National Committee on Trade Facilitation at Raffles Hotel Le Royal, led by His Excellency Chou Vichith, Minister Attached to the Prime Minister Secretary of State of the Ministry of Economy and Finance and with the participation of His Excellency Dr. Kun Nhem, Minister Attached to the Prime Minister, Director General of the General Department of Customs and Excise of Cambodia, His Excellency SOK Sopheak, Secretary of State of the Ministry of Commerce, Deputy Director of the National Committee on Trade Facilitation (NCTF), His Excellencies, Lok Chumteavs, Ladies and Gentlemen from relevant Ministries and Institutions who are members of the NCTF and development partner representative. The purpose of this meeting is to (1) review the progress of the work targeted at the first meeting of 9 points to promote compliance with the implementation of the WTO-TFA of Cambodia, (2) prepare a notice on a specific date (Definitive Date) of the implementation of the Category C of the WTO-TFA agreement and (3) set the direction for further implementation.

His Excellency Chou Vichith, Minister Attached to the Prime Minister Secretary of State of the Ministry of Economy and Finance, highly appreciated the achievements and progress that the NCTF and the Secretariat of NCTF have been active in facilitating meetings and other activities to monitor the implementation of the WTO-TFA for almost three years after the NCTF Created. In particular, ensuring the operation and functioning of the NCTF and the Secretariat, timely notification to the WTO Trade Facilitation Committee as determined by the agreement, and mobilization of resources in the form of technical and financial assistance.

In total, the meeting decided to set the following work directions as follows:

1. The Secretariat shall immediately prepare a timely notification to the WTO Trade Facilitation Committee.

2. Request the members of the NCTF and the Secretariat of NCTF to continue to coordinate and monitor the implementation of the WTO-TFA.

3. Propose the two technical teams that have already been established to carry out the work fully according to their respective tasks.

4. The Secretariat of NCTF and ARISE Plus Cambodia promote the completion and launch of the National Committee on Trade Facilitation website.

5. Request the relevant ministries / institutions to fully participate in the implementation of the National Single System and provide support to expand the implementation of the National Single System in the third phase.

6. The Secretariat shall prepare a report to the Economic and Financial Policy Committee on the outcome of the second meeting of the National Trade Facilitation Committee. At the end of the meeting, His Excellency Dr. Chou Vichith, Minister and Delegate to the Prime Minister, expressed his pleasure and gratitude to His Excellency, Lok Chumteav, Neak Oknha, Lok Oknha, Ladies and Gentlemen for taking the time to attend the meeting. This second time, we sincerely hope that Excellencies, Lok Chumteavs, Neak Oknha, Lok Oknha, Ladies and Gentlemen, will bring the results of today’s meeting to report to their leadership in order to continue the good cooperation within the framework of the National Mediation Committee.
